This fixes a discrepancy in how scalars are written. Specifically, time and step will now be written as scalars instead of length-1 arrays.

Missed this earlier, I guess...

Since you're keeping a todo list:

  • Don't use adios2cfg.xml, rather have PSC set options like engine type directly (eventually maybe via config option, but hardcoding is probably just fine)

I have no memory of making this PR, and I actually superseded it in #345 (which I merged immediately because I thought it was sufficiently trivial and I was in a bit of a rush). I'll add your comment as an issue, though.
